Session 4: Accountability, Inclusion and Tax Implications
Focus: This session examines three intersecting dimensions of digital finance governance: the
accountability obligations placed on platforms and intermediaries under anti money laundering and
counter terrorism financing regimes; the tax treatment of crypto assets and digital transactions
under South African revenue law; and the question of whether current regulatory design advances or
constrains financial inclusion for underserved populations. Speakers will consider the FIC's
monitoring and reporting requirements alongside the structural tensions between compliance burden
and access to digital financial services.
