SADC FLN Measurement Hub
Welcome to the Southern African Development Community (SADC) foundational literacy and numeracy (FLN) Measurement Hub, an open-access platform dedicated to advancing the measurement of FLN across the SADC.
The SADC FLN Measurement Hub is hosted by the Ñî¹óåú´«Ã½ UNESCO Chair in Teacher Education in partnership with regional and international organisations committed to strengthening foundational literacy and numeracy in Southern Africa. The Hub serves as a regional resource for ministries of education, examination councils, researchers, universities, development partners, and implementing organisations committed to improving foundational learning outcomes. The platform brings together assessment tools, technical resources, research evidence, and examples of good practice to support the development of robust and sustainable systems for measuring early learning.
Foundational literacy and numeracy are among the strongest predictors of future educational success. Yet many children across the region continue to complete the early grades without acquiring the reading and mathematics skills necessary for meaningful participation in schooling. Reliable and timely information on learning outcomes is therefore essential for identifying learning gaps, guiding policy decisions, improving classroom practice, and monitoring progress towards national and international education goals.
The SADC FLN Measurement Hub has been established in response to a growing recognition that while many countries have developed valuable assessment initiatives, technical resources remain fragmented and difficult to access. The Hub seeks to address this challenge by providing a shared space where countries can access high-quality assessment resources, learn from regional experience, and strengthen national capacity for measuring foundational learning.
